Mornington Peninsula Shire suburbs.
Peninsula Shire municipality — tighter DDO, HO, ESO, BMO controls. Short-stay registration applies. Different planning scheme to Frankston City.
Two councils, two pathways.
Frankston City Council — permit fees around $1,500–$3,000 for VicSmart, $4,000–$8,000 for full planning permit. Decision time 10 business days (VicSmart) or 60–90 days (full). Pre-application meeting recommended for jobs >60m².
Mornington Peninsula Shire — permit fees similar but additional overlay-specific conditions (DDO design controls, HO heritage impact statement, BMO bushfire management plan, ESO environmental significance). Pre-application meeting often mandatory in HO precincts. Decision time 90–120 days for overlay-affected sites.
